List Bookmark Categories
Returns the creator's saved-item categories, plus an all summary with total saved post and message counts and a preview strip — enough to build category tabs without fetching each bucket. An empty list alongside a non-zero count is normal: it means items are saved but no custom categories exist. Requires permission api_bookmarks_list_categories.
